Milling skill is used to crush stacks of (5) herbs into pomace. The higher the herb level the higher the pomace. (Sort of like disenchanting items.)
The current cap is 132 inscription. (Nothing really fun yet)
The scrolls for enchantments do not currently work (or there will be higher level ones).
Should be ready when they release the rest of the inscription recipes.
